For the first time in American legislative history, Congress moved to formally recognise the economic power of African and Caribbean diaspora communities — and build policy infrastructure around it. Not aid. Investment. That is a different conversation entirely.
What the legislation actually does
It targets remittance costs. Right now, sending money from the US to Africa costs between 7% and 12% of the transfer amount. If you send $500 home every month, you are losing $35 to $60 in fees before the money arrives. Over ten years that is $4,200 to $7,200 extracted purely by the transfer infrastructure. The Act proposes mechanisms to drive those costs down and create structured channels for diaspora investment — not just transfers.
It arrives alongside the 2025 US-Africa Business Summit commitment of $2.5 billion to advance trade and commercial engagement with the continent. The political wind is shifting — slowly, imperfectly, with all the usual legislative friction — but the direction is clear. The aid framework is giving way to a trade and investment framework. And the diaspora is being formally recognised as an economic actor in that new frame.
Why you should not wait for the legislation to pass
Policy moves at the speed of government. Markets do not wait. The investors who are building knowledge now, building relationships in African markets now, making their first structured investments now — they will be positioned to take maximum advantage of whatever infrastructure the legislation eventually creates. The ones who wait for the law to pass before they start learning will spend the first two years after it passes doing the catching up they could have done already.
